Federal Court Denies Amex’s Request For Stay On Merchant Rule Changes

A U.S. district court on Tuesday denied American Express' request to wait until its appeal is over to amend merchant provisions the court had deemed unlawful. Instead, the court gave Amex 30 days to seek a longer stay from an appeals court, during which time the merchant deals will remain in place.
